The instructions for programming a non smart fob for a gen2 Prius should include how to delete old lost or broken fobs from the key code memory. These are at least 15 year old cars and the probability of having no space for programming a new fob are high, especially if you have purchased the car used and don't have the history of how many fobs have been programmed prior to you getting the car. Just so you know, the process is: 1 Get in the car and unlock all doors. 2 Without pressing the brake, insert and remove the existing (working) fob 5 times, insert a 6th time and leave the fob in. 3 Open and close the driver's door 7 times. 4 Remove the fob. This should cancel all other key fobs that have been programmed and allow you space to add another fob. All without a locksmith or dealer involved. Also, you know that you have too many fobs programmed if the anti theft symbol flashes twice, then three times.
